Recognizing the fact that the civil service graduates who are selected for this program come from diverse academic backgrounds, this unit attempts to develop a basic foundation of public administration for the students including its concepts, approaches, trends, and paradigms in administration. The importance of the state and the indispensability of the public sector as the provider and facilitator will be emphasized in the unit besides providing an understanding of the public administration system in Bhutan. Students, who are expected to be the future public managers and leaders shall also be exposed to the system approach to management including the need to maintain agility to respond to emerging public sector issues. Professionalism, public service, and accountability shall also be given importance through lectures, discussions, and presentations. Students will be required to read a number of researched articles, analyze the practices and systems of other countries and relate them to the Bhutanese context which will be done through individual assignments, group works, and presentations.     


This unit consists of two sections; Ethics and Governance.

The ethics section includes basic and generally accepted ethical concepts and principles. It is meant to provide students with an understanding of ethical approaches in the workplace and organizations. It is also meant to enable students to understand and analyze factors that influence ethics and its impact on decision-making. 

The governance section emphasizes governance in government, public sector, and corporate sector. The unit will deliberate on the basic concepts and principles. It is also meant to enable students to understand and analyze factors that influence governance and its impact on decision-making.
